Crime Update:

Memphis City Crime Update: January 1 to December 2009

From January 1 to the end of December 2009, overall crime was down 16% including a drop in violent crime by 15.4% and a drop in property crime by 16.1% across the City of Memphis, when compared to the same time period in 2006.

Shelby County Sheriff's Office Crime Update: January 1 to December 2009

From January 1 to the end of December 2009, overall crime was down 2.8% including a drop in violent crime by 4.8% and a drop in auto theft by 22.4% across Shelby County when compared to the same time period in 2006.

Implementation of the strategic initiative to reduce crime, Operation: Safe Community began in 2006. Crime statistics and updates are systematically compared to 2006 as a benchmark for success towards full implementation of the 5-year plan.

OSC Strategy Highlights



Strategy 6 - Design and implement a comprehensive gang intervention strategy.

The Memphis Shelby Crime Commission in conjunction with the City of Memphis, The U.S. Attorney’s Office for the Western District of Tennessee, the Memphis Police Department, Shelby County District Attorney General’s Office, the Center for Community Criminology and Research and the Center for Community Building and Neighborhood Action (CBANA) both at the University of Memphis, and several community partners, has implemented the first Drug Market Intervention (DMI) in Memphis to eliminate “open-air drug markets” and transform communities.

 An integral initiative of Operation: Safe Community, the Memphis DMI is being implemented in the Hollywood/Springdale neighborhood located in North Memphis.

"The goal of the Drug Market Intervention is to improve the quality of life for all residents of the Hollywood/Springdale area by employing a comprehensive, collaborative, data driven, and strategic approach to end open-air drug sales. The Hollywood/Springdale community possesses numerous community assets that are being mobilized to eliminate open-air drug sales and to coordinate a vital support system for offenders who are interested in turning their lives around,” said Professor Janikowski.

The Memphis Police Department is continuing to implement an extensive undercover narcotics operation that began in August 2009 within the North Memphis neighborhood. The focus of this operation has been on narcotic sellers, buyers, and the individuals who openly facilitate these crimes. As a result of the DMI undercover operations, 38 individuals were indicted through the state of Tennessee and 5 were indicted federally.

DMI is designed to arrest and prosecute chronic drug offenders, offer opportunities to non-violent and non-chronic drug offenders including education, career training and placement, and to coordinate the resources available to the non-chronic offenders through community-based partnerships.

Five non-violent and non-chronic drug offenders have been given unprecedented opportunities to participate in aggressive intervention programs through the City of Memphis' Second Chance Program, HopeWorks and the Memphis Leadership Foundation. During a meeting with the offenders, Dorothy Cox, a Hollywood/Springdale community resident and Rhodes College Learning Corridor Community Liaison told the participants “your selling drugs is not an isolated event, what you do affects all of us. Your action tonight to accept this opportunity helps to rebuild the very community you have helped to destroy.”

DMI was pioneered in High Point, North Carolina in 2004. During that intervention, High Point successfully eliminated open-air drug markets citywide and reduced violent crime by 57% in the targeted neighborhood. “DMI has been instituted in close to 20 cities around the country with proven results,” said Lawrence J. Laurenzi, United States Attorney for the Western District of Tennessee. “The key to the success is the community partnership with law enforcement and the accountability given to those who engage in criminal activity. I am encouraged by the steps already taken by the stakeholders in the Hollywood/Springdale community and am hopeful that their work along with a vigilant police presence will return the targeted area to a safe and drug free place for its residents.”

Operation: Safe Community is featured monthly on WREG Channel 3's "Live at Nine" hosted by Mary Beth Conley and Alex Coleman.

Larry Laurenzi, U. S. Attorney for the Western District of Tennessee will be the guest on Wednesday, January 27th.

Mr. Laurenzi will be discussing the Memphis Drug Market Intervention that was recently launched in the Hollywood/Springdale Community to successfully eliminate the open-air drug market and transform the neighborhood.

At the forum, you’ll hear from state legislators including Congressman Steve Cohen, State Representative John DeBerry, City of Memphis Mayor A C Wharton, Shelby County Mayor Joe Ford, Shelby County District Attorney General Bill Gibbons, Shelby County Sheriff Mark Luttrell, Memphis Police Director Larry Godwin and City of Memphis Council member Jim Strickland. 2-1-1 Day Community Resource Expo

Citizen Safety Coalition Nashville Day Trip

Make plans to go with the Citizen Safety Coalition to Nashville to personally educate lawmakers on the necessity for tougher laws for crimes committed with guns. 

Buses will depart at 6:00 a.m. from the Jewish Community Center, 6560 Poplar and return the same evening.
